SUGGESTED GOALS FOR EACH LEARNING MODULE
Module #1: Qualities of a Leader/Cultural Identity
- Students will identify and discuss the key qualities of effective leaders and how these qualities relate to the PR/HYLI experience
- Students will become familiar with the history of Hispanic immigration/migration and settlement in the United States, first of their own family experience, and then of the Hispanic experience as a whole
Module #2: New York State Constitution
- Students will understand the structure of New York State government, its branches and their functions and responsibilities, and contrast it with the federal government
Module #3: History of the New York State Assembly and Senate
- Students will gain knowledge regarding the creation and development of the two law-making bodies in New York State government
Module #4: New York State Legislative Process
- Students will study all aspects of this complex system, including its rules and procedures
Module #5: How a bill becomes a law in New York State
- Students will trace the key steps of this process, from an idea for a bill until it is signed by the Governor and becomes a law
Module #6: Parliamentary Procedures
- Students will learn the vocabulary and arrangement of this basic set of rules of conduct at public meetings
Module #7: Student Guide to Essential Procedures in the New York State Assembly
- Students will become familiar with the essential protocols and procedures to be followed in the PR/HYLI Mock Assembly Session
Module #8: Robert’s Rules of Order
- Students will understand and be able to use this set of procedures that is the basic handbook of operations for most organizations
Module #9: Basics of public speaking
- Students will learn about the fundamental elements of effective public speaking
Module #10: Debating techniques
- Students will study and practice the skills used in debate, which promotes the essential democratic values of free and open discussion
Module #11: Analysis and study of selected bills
- Students will examine the list of bills chosen for debate in the Mock Assembly session, focusing on the vocabulary used, important facts, public opinion, your legislator’s position and possible arguments in favor or against
Module #12: Practice sessions for Mock Assembly
- Students will have opportunities to “rehearse” for the Mock Assembly session, ideally in an actual legislative chamber
Module #13: How to write a winning essay and scholarship information
- Students will be taught the vital ingredients of a successful scholarship essay
- Students will be given information about sources of funding for higher education, particularly for Hispanics
Module #14: Identification and research of issues affecting the local Latino community
- Students will identify and examine problems and concerns in their neighborhoods
Module #15: Preparation of issue papers with recommendations
- Students will take the information gathered in Module #14 and present these facts to NYS legislators, along with the students’ recommendations
